Controversial £100m Middlegate Water Treatment Plant Contract up for Grabs
Anglian Water will hold a supplier information day on 7 July for interested bidders to deliver long term water supplies to the region. The project will use a design, build, finance and operate (DBFO) model, a public-private partnership that is a high-risk high-cost alternative to traditional design and build contract, placing much risk on the contractor and costing a price that reflects this despite 2 government reports that say BDFO is not a good use of taxpayers money, as it costs up to 5 times as much as a traditional contract. However, DBFO contracts do not appear on the Government balance sheet, so piling debt 25 years in the future for the next generation to deal with. Interested parties can apply here.

£60m Stonehenge Tunnel Delivery Partner Sought
A delivery partner is sought by Highways England to work under the main contractor with the shortlist consisting of Bouygues & J Murphy / Hochtief & Dragos / FCC & BeMo Tunnelling and the winner to be announced in February 2022. The £1.7bnn to upgrade the A303 already has a chequered beginning being first denied planning position then given the go-ahead. Apparently 51 routes have been considered since 1991 with the current planned 3km tunnel actually running under the World Heritage Site Stonehenge in Wiltshire. The new partner will be in charge of mobilising the main contractor, assuring design, overseeing construction and helping with consent requirements. More info here.

Tarmac Announces £100m Renewable Fuel Use…
On one key strategic route to deliver construction materials. Vegetable oil fueled trains will service the asphalt plant in Birmingham running from Leicestershire, reducing carbon & nitrogen emissions by 90% on that route. Vegetable oil is a controversial renewable fuel due to the fact it could be used as food stocks and therefore depletes the total available food in the world but HVO emits less toxins than traditional biofuel as it uses hydrogen rather than methanol as a catalyst. HVO can be produced using recycled cooking oil, but it is unclear whether recycled cooking oil is being used for this project. Better than nothing, way to go Tarmac!
